The show is Saturday, May 08, 2010 from 10AM-3PM at the Wasilla CarQuest...We have classes for ALL participants from Mild to WILD, Stocker to Locker, Pavement Princess to Trailer Queen! If you have pride in your 4x4...BRING IT!

Spring has been teasing us lately...it is time to check those toys out for summer! Pay Attention to SAFETY! I do not want to hear about silly self-endangerment or the endangerment of others. We are facing an ongoing threat of trail access denial due to an increased effort, by the overly self-righteous, to keep OHV's off 'their' trails.

It is my interpretation of the Alaska Constitution that the natural resources are here for ALL of us. Trail usage by those who are negligent, irresponsible, and destructive shines a bad light on all of us.

PLEASE, whether you are a club member or not, do your part by not being a "trail idiot". Tread Lightly! are principles that 2 Broke 2 Play use as a guideline for responsible trail usage. When we want to "Shred in some mud" and "play" hard, we do so on private property, with permission. When you find a bog on the trail, resist the temptation...try once and winch! Be courteous!

Our Club was founded to enjoy the Alaskan Wilderness, provide members with a friendly, family atmosphere, and ensure the future of off-roading and trail access for generations to come. One person can make a stand, but one unified group of people...can make a difference!

Our Members are as diverse as the vehicles we operate. 2B2P has members of all races, colors, religions, creeds, backgrounds, etc. Our vehicles are just as diverse, we have chevies, fords, dodges, suzukis, toyotas, nissans, internationals, etc.  Yes, we even allow Jeeps!  These rigs vary from mild to wild, and all are allowed, from stocker rigs on 29's, to full-size rigs on 44's, to moose buggies and bog rigs running agricultural tires.



      


Our friendly / family atmosphere:

Most of us have kids, with whom we want to share quality outdoor experiences with. We laugh together, help each other build, provide support in times of need, and foster a unity in spirit that makes people comfortable with the whole group - we truly are a dysfunctional "family".
                

Variety:

We are a rare group, because we understand things other folks don't. We know that your rig may be broken, or you have to work, or you wanted to spend time with the family (away from the trail), or you have a different type of trail run preference, or you just didn't have the funds to make this trip (hence the name of the club). This is why we offer a wide variety of events and avoid stagnancy. We have 2 or 3 barbeques annually, UFC fight Nights where we relax and watch the combatants fight it out, we also try to get together and help members needing a hand with a project (these vary from working on trail rigs, to assisting Alaska Extreme Fourwheelers with some of the Annual Meet & Greet duties).

Please read our BYLAWS before joining, we do not want anyone to be misled and think we are lacking structure, or that we are too structured for their liking. Many folks do not understand that a public club requires structure to be a credible entity. Since much of our work is legislative in nature, to keep access to Alaska's trails, we have to be a structured and credible entity. This is also why we belong to organizations like Alaska Outdoor Access Alliance, SEMA, Blue Ribbon Coalition & Tread Lightly!.



 

2 Broke 2 Play Valley 4WD Club BYLAWS

ARTICLE I:  Club Name: The name of this club shall be the ‘2 Broke 2 Play Valley 4-Wheelers’ (Abbreviated as: 2B2P or 2 Broke 2 Play)

ARTICLE II:  Club Purpose:  This shall be a non-profit organization for the purpose of social, recreational, and educational activities; to enjoy and protect our natural resources; to enjoy family oriented outdoor activities; and to foster the enjoyment of our four wheel drive vehicles as a group and be proven stewards of the land.

ARTICLE III: Membership: 

Section 1.  Applicants for membership must fulfill the following requirements:

Be the owner or co-owner of a 4WD vehicle;

Posses a valid drivers license. (For operation on Public roads only)

Maintain minimum PL or PD insurance, unless your rig is trailered or towed on public roads and is not licensed. (Trail, off-road use or competition only).

Attend 2 (two) club meetings during a 6 (six) month period prior to application.  Applications will be considered for membership during the 3rd (third), (or later), club meeting you attend.

Participate in at least 2 (two) functions one of which will be a club run, either as a driver or passenger (in the event your 4wd is not utilized off-road) within the same 6 (six) month period as above.  The prospective member must then be nominated for membership by at least 2 (two) members and 1 (one) club officer having been on 1 (one) or more of the qualifying outings with the prospective member.  New probationary members will be on a 45 day probation period at the end of which the Officers will: 1. Confirm them as full members. 2.  Refund any dues submitted and inform them of failed FULL membership status. 3. Extend the probation period.

For the purpose of this section, the following definitions shall apply:

a.  Club run – A trail run with a certified trail boss, for runs of 4 vehicles or less,  or a run with a  certified trail boss and certified tail gunner, for runs of 5 vehicles or more, and is scheduled at a regular club meeting, posted on the Alaska 4x4 network 2B2P club forum, our 2B2P forum, Facebook, or any club approved announcement method.  The qualifying run(s) must be on designated trails and the run shall attempt to complete a satisfactory portion of the trail. At the beginning of any trail run it is the club members responsibility to notify the (trail boss) and any other members on the run of ANY special medical or other health condition that may require attention.

b.  Club Function – Show & Shine, Meet & Greets, camping trips and activities supported by the club with a minimum of 2 club members attending. These can also be impromptu day runs with at least 2 other club members (provided it is publicized for all to have the opportunity to participate). 

At public club functions (meetings, picnics, etc), unless held overnight, (i.e. Meet and Greet or camping trip) NO ALCOHOLIC Beverages may be consumed.  A club member may be subject to a probationary period or dismissal depending upon circumstances.  At club functions held in a member’s home, alcohol consumption is at the homeowner/host’s discretion.  2B2P does not condone drinking and driving in any manner or fashion, and is held harmless if accident, injury or death should occur due to consumption of alcoholic beverages.

c.  Nominated – A nomination will consist of a brief description of the traits observed in the prospective member during outings with them and a recommendation for the prospective member to become a full member of 2B2P.

Any prospective member under 14-18 years old must have written permission from their parents (see signature page). The member will only be an associate member until reaching 18 years of age and will ride with a member over 18 years or have a parent present to be responsible for their actions.

Section 2.  Prospective members must be approved by a 2/3 majority of the voting members present at the regular meeting where 8 (eight) or more voting members are present.  Voting will be by a show of hands or by private ballot.

Section 3.  When accepted, the new member must pay any unpaid membership dues, and will be issued club membership wares at that time, or as soon as available.

Section 4.  To maintain membership, members must retain ownership or co-ownership of a 4WD vehicle.  In case the vehicle is sold the membership status changes to associate pending the acquisition of another 4WD vehicle. All club identification shall be removed if a vehicle is sold to a non-member.

Section 5.  Members must attend 2 (two) club sponsored events, and 1 (one) club run, in any 12 month period.  The Board of Directors shall notify a member 30 days prior to 12 months of inactivity.  If the member does not participate in the requisite number of club sponsored activities the member shall be removed from the club roster 30 days after the 12 month period has expired and will no longer be entitled to the rights and privileges as provided by being a member of this organization.

Section 6.  Members whose dues are not paid in full shall have no rights and privileges as provided by being a member of this organization.  If a member’s dues are not paid 30 days after renewal date (January 1) the member shall be removed from the club roster. Re-application will meet the initial applicant requirements.

Section 7.  Members with extenuating circumstances, as determined by the Board of Directors, shall be excused from the requirements of ARTICLE III Section 5 and ARTICLE III Section 6 to remain a member in good standing.

Section 8.  Members who have been removed from the club roster due to inactivity, unpaid dues as described in ARTICLE III Section 5 and 6, or removed from the club by vote, wishing to be reinstated in the club shall be held to the application process of a new member, and complete a 45 day probationary period, unless it was determined the lapse was caused by extenuating circumstances (i.e. working on slope, deployed, etc.)

Section 9.  There are 4 (four) classifications of membership and voting.  Member must be present to vote.  No proxy votes will be allowed.

·         Family Membership - 2 (two) votes, 1 (one) vote each.  Both must be present to cast their respective vote. (No Proxy Voting) Family membership is for married, or legally co-hebetating, heads of household. This is not to be utilized for parent/child membership, or sibling membership.

·         Individual Membership - 1 (one) vote.

·         Associate Membership - no vote.

·         Certified Full Members - 2B2P will certify interested and qualified members as Trail Boss and Tail Gunner.  Members who take the classes will, initially, be certified as a Tail Gunner. Members who are certified as Tail Gunner will be considered for Trail Boss after assisting runs and exhibiting skill at that position. The prospective Trail Boss will then Boss a trail run accompanied by a Certified Trail Boss.  On completion of the run the certified Trail Boss will evaluate their performance for certification as Trail Boss.

ARTICLE IV:  Associate Membership

Section 1.  Associate membership is available to individuals who desire to belong to 2B2P, but for varied reasons can’t attend regular club meetings or participate in club functions, or don’t own an operable 4WD, or ages 14 - 18.

Section 2.  All rules pertaining to membership shall apply to an associate member with the following exceptions:  An associate member will not be required to comply with ARTICLE III, Section 1 par. 1 and 4, and ARTICLE III Section 4.  Associate members shall be recommended by a Full member, (in good standing), of 2B2P.

Section 3.  An associate member shall be required to pay the annual dues for a membership as specified in ARTICLE V.

Section 4.  Associate members must abide by the rules set forth in ARTICLE III, Section 1, par. 2.

Section 5.  Prospective associate members must be approved for membership as stated in ARTICLE III, Sections 2, and 3 but are only required to attend 2 events OR runs annually.

Section 6.  Associate members may participate in all club events, but must abide by the Code of Conduct and Trip rules as specified in ARTICLE VI.

Section 7.  Associate members at no time have the right, personal or otherwise, to any funds or property belonging to the 2B2P Club.

Section 8.  Associate members can at no time hold an elected position within the club.

Section 9.  Associate members ages 14 - 18 must have signed permission for trail activities (see signature section) and be in the care/supervision of an adult.

ARTICLE V:  Dues

Section 1.  Dues will be $40.00 for Family and $30.00 for Individual memberships per year.  Payable at next scheduled club meeting following new member vote-in. Dues are pro-rated at the month of membership vote at a rate of 1/12th per month of the remaining calendar year.

Section 2.  Dues (Full Members) are to include the following:

Membership in 2B2P.

  1. Membership in Club affiliated Organizations

  2. 1 (one) 2B2P Club Sticker

  3. 1 (one) Membership Access, via password, to Alaska 4x4 Network, private club section, and any other forums etc operated by the club.

  4. Use of substantial club discount at CarQuest

Section 3.  Annual dues are due based on the date last paid and prorated the 1st year of membership. Subsequent annual dues are to be paid as noted in Article III.

ARTICLE VI:  Code of Conduct and Trip Rules

Section 1.  All members must conduct themselves in a respectable and orderly manner.  Any member disgracing the club will be subject to dismissal.  Formal charges, in writing, may be brought against such a member, and the general membership will be advised of the reason of dismissal.  A 2/3’s (two-thirds) vote from the members present at a regular or special meeting, will sustain dismissal.  If a special meeting is called for this purpose members will be advised at least 1 (one) week in advance.

Section 2.  Members will be responsible for their guests, families and pets at all club functions.

Section 3.  All decals and insignias referring to membership in the 2B2P are the sole property of said club. In the event of the sale of a member owned vehicle it is the selling members responsibility to remove any stickers or emblems associated with the club (Unless sold to an ACTIVE club member in good standing).

Section 4.  A resigned or dismissed member will be required to remove any and all decals and insignias referring to membership in the 2B2P and return them to the Board of Directors. Involuntary removal of club decals and insignias are to happen only if removal has been refused by the former member.

Section 5.  Trip rules will be adhered to at all times.

·         IF YOU HAUL IT IN, YOU HAUL IT OUT.  Don’t litter or bury trash.

·         Use extreme care with cigarettes and matches.  Prevent fires by using ashtrays and maintaining your vehicles’ exhaust system.

·         No motorcycles or ATV’s are to be operated in the immediate camp area except minimal activities to load, unload or secure the motorcycle or ATV. The club is in no manner responsible for the use or operation of motorcycles or ATV’s in attendance. If an ATV attends a trail run, it is subject to the same criteria as the 4x4’s in these by-laws.

·         Drinking of alcoholic beverages prior to or while driving on or off road will not be tolerated.

·         Pets must be controlled by their owners at all times.

·         When traveling in a caravan, day or night, turn on your headlights to make it easier for the vehicle ahead of you to see. 

·         Always keep the vehicle both ahead and behind in sight.  If the vehicle behind you stops, stop and assist him/her, except on a freeway then proceed to the next off ramp and let the Tail Gunner, (last man), stop and assist.

·         Don’t drive over plants, tundra, soft meadows or anywhere damage to the terrain may occur.  Remember the property we use, usually belongs to someone else.  In other words TREAD LIGHTLY!

·         The Trail Boss is in charge of the run.  Cooperate with him/her and obey their orders.  The Trail Boss has the ultimate authority on all runs. The Tail Gunner is their Assistant.

·         If you must leave the caravan for any reason, notify the Trail Boss immediately.

·         Outdoor restroom stops will be handled with common sense, “Men to the Left, Women to the Right”, unless otherwise instructed by the Trail Boss. Dispose of waste properly.

·         Profane Language should be limited and used with discretion. Profanity will not be tolerated at open meetings or club events where minors are in attendance.

Section 6.  Disciplinary Action

When it is decided that a member of 2B2P has committed a transgression that needs to be publicly addressed, there needs to be in place a procedure for the event.  It should be understood that any event that will cause damage to the reputation of the 2 Broke 2 Play club, or the general off road community will be considered a transgression that will be dealt with under the following procedures.  Following is a list of possible events that will lead to an individual coming under censure with the club, however this list should not be considered as all-inclusive.

  • Conduct unbecoming to the club on internet boards, forums, or websites,
  • Property or land damage on a club trip, a trip with another club, or in a vehicle identified with the 2 Broke 2 Play club stickers
  • An event in a vehicle that is identified with the 2 Broke 2 Play club sticker, such as a DWI conviction, reckless driving, or driving an unsafe vehicle in all public areas.  

 

Once a transgression comes to the attention of a club officer or a member of the board it will be discussed with the other officers and members of the board with the intention of coming to a consensus of whether the transgression is one that will cause:

a.        Bad publicity for the 2 Broke 2 Play Off road club, or the off road community in general

b.       Illegal per the laws of the state of Alaska, Bureau of Land Management or the National Parks Service

c.    Against the by laws of the club

After discussing the alleged matters with the offender and any witnesses, the officers and board will determine in a case by case evaluation what, if any recourse is to follow.  This will be determined on whether the transgression was deliberate or accidental, damage done to property or the clubs reputation, isolated incident or reoccurring event, and the attitude of the person responsible i.e. if the person shows remorse or is being belligerent. 

The club officers and board will be able to hold the person who committed the offense responsible to financially correct their error, apologize to the person(s) to whom the transgression effected, apologize to the club formally (at a meeting), placing them on probation, remove them from the club, or other actions deemed necessary by the club officers and board.

The officers and board will meet to discuss the event and the responsible parties at their convenience, preferably as soon as possible.  To discipline an offender their will have to be 2/3 or more of the officers present (or contributing by phone, email, or other written means) and have a 50% +1 agreement on how the offending party is to be reprimanded. An egregious act can result in immediate suspension, when agreed upon by 2 officers, pending review by the officers and board.

ARTICLE VII:  Vehicle Equipment:

Section 1.  The following appurtenances are required for all vehicles on all runs.  It is the Trail Boss’ job to spot check vehicles prior to the start of the run. 

·         PL or PD Insurance. (Roaded/licensed vehicles)

·         Fire extinguisher

·         Roll Bar. (Exception to this requirement are those vehicles having a steel utilized structure)

·         First Aid Kit

·         Tow Rope or Winch

·         Safety Belts, one for each person traveling in the vehicle

·         Spare Tire, Jack, and Lug Wrench (spare tire can be omitted if the vehicle has ALL MEANS required to repair a damaged tire.)

·         Tow Hook or Strap Attachment Point (front and rear)

·         Pair of Work Gloves (Leather preferred)

·         Citizen Band (CB), VHF (off-road frequency only) or Family Radio Service (FRS) Radio.

Section 2.  Recommended equipment (conditions may vary with weather etc.)

·         Shovel

·         Axe, Saw, or Hatchet

·         Highway Flares (3)

·         One Gallon Bucket

·         Pair of Hip or Chest Waders

Section 3.  No Exceptions, these are required

·         Headlights (or similar for dedicated trail rigs)

·         Windshield Wipers (or the means to provide safe visibility)

·         Spare Tire (or ALL equipment necessary to repair tire and extricate vehicle safely)

ARTICLE VIII:  Officers and their duties

Section 1.  President

·         Shall exercise general supervision of the club.

·         Shall conduct membership and Board of Directors Meetings

·         Appoint all committees and the committees are responsible to the President.

·         Sign checks in conjunction with Membership Coordinator or Treasurer.

·         Shall petition for vote at regular meetings.

·         Shall count results of all club votes.

·         Other duties as required.

·         If a club officer position becomes vacant, the President shall temporarily assume their duties.

Section 2.  Vice-President

·         Shall organize and promote club trips and clean-up events.

·         Shall appoint Trail Boss for each run.

·         Act as President in the absence of the President.

·         Other duties as required.

Section 3.  Membership Coordinator

·         Sign checks as necessary in absence of Treasurer.

·         Shall accept and record all membership applications, and keep Membership Roster up to date.  Roster to include members’ mailing addresses, phone numbers (cell and home if applicable), email addresses, and dues payments.

·         Notifies members if dues payments are past due.

·         Maintains a list of emergency contacts.

·         Issue membership certificates to all members.

·         Other duties as required.

Section 4.  Secretary

·         Handles all club correspondences.

·         Handles all club meeting minutes.

·         Records club attendance records.

·         Other duties as required

Section 5. Treasurer

·         Handles all club finances, using a financial ledger or bank statements.

·         Coordination and oversight of fund raising activities

Section 6. Historian

·         Diary, log & track all club runs and events.

·         Archive all Club minutes & trip reports

·         Webmaster liaison

·         Sponsorship Coordination with Secretary

·         Public Relations with Board of Directors

Section 7.  Sergeant at Arms

·         Stores club properties not responsible to other officers

·         Shall maintain meeting composure and parliamentary procedures during the meetings.

·         Shall be responsible for all past, present, and upcoming information pertaining to access issues / legislation.

Section 8.  The Board of Directors

·         Shall appoint the Public Relations and Webmaster positions on an annual basis. 

·         Other appointed positions shall be created by the Board of Directors when necessary (as determined by the Board), such as Coordinators for large club events. 

·         When an officer fulfills the Webmaster position, that officer shall be excused from some of their duties as stated in Section 1 through Section 7.

Section 9.  In the event of a vacancy in a club office, the vacancy will be filled by appointed and a majority vote by the Board of Directors.  Exceptions, the Vice President shall replace the President.

Section 10.  Vehicle Inspections will be preformed by at least 2 officers or other competent members appointed by the Board of Directors on first time vehicles and periodically on membership vehicles to ensure that all required equipment is functioning properly.  Any vehicle found lacking any of the required equipment from ARTICLES VII Section 3 may be refused participation in any club run until such items are acquired. This shall occur only in the event the discrepancy found is a life, health or safety issue.

ARTICLE IX:  Board of Directors

The Board of Directors shall consist of the officers of the club and duly elected members at large.  They shall handle all club business, and will serve at the pleasure of the membership.  Board of directors shall meet twice annually, or as needed, to discuss club issues this can be in executive session at the close of any regular meeting as well as off schedule, as necessitated.

ARTICLE X:  Meetings

Section 1.  Meetings will be held monthly, and will be held on a specific date and time determined and scheduled annually by the club officers.

Section 2.  Board of Directors meetings will be called at the request of the President and/or other Board Members.

Section 3.  Under extraordinary circumstances, a ‘Special Meeting’ of the membership may be called by the President. A minimum of 1 (one) days notice must be given.

ARTICLE XI:  Elections

Section 1.  Election of Officers will be done at the regular December meetings.

Section 2.  The President shall solicit nominations prior to the first regular November meeting.  Candidates shall be presented to the membership at the December meeting for a vote

Section 3.  New Officers will assume their duties at the first January meeting.

ARTICLE XII:  Recall

Any officer of the club may be recalled by 2/3 (two-thirds) vote of all the membership. Grounds for recall must be presented to the club, following an executive meeting of the Board as a whole.

ARTICLE XIII:  Parliamentary Procedure

Robert’s Rules of Order, Newly Revised, shall be the authority for the Parliamentary proceedings at all business meetings, except where they may conflict with the By-Law’s of the 2B2P.

ARTICLE XIV:  By-Law Changes

Section 1.  By-Laws can be changed by a 2/3’s (two-thirds) vote of all members present at a meeting.

Section 2.  By-Law change proposals must be submitted in writing to the President.

Section 3.  By-Law changes will be presented to the membership at the next club meeting for discussion and vote.

Section 4.  By-Law changes become effective immediately following approval vote by the membership.

ARTICLE XV:  Club Funds

In the event of disbandment of the 2B2P, all club Money’s shall be either donated to the ‘AOAA’, or used to fund a final club function or farewell dinner as determined by the membership.

ARTICLE XVI:  Liability

2B2P is in no way civilly, lawfully or monetarily liable for property damage, personal injury, or death of members, prospective members, bystanders, etc.  2B2P holds no insurance as a club/group and it not responsible for the actions, etc. of participants.  Each member is responsible for their own expenses incurred by their own actions or the actions of others.

ARTICLE XVII:  Signature - By signing below you are agreeing to all ARTICLES herein, and agree that in the event of property damage, personal injury or death 2B2P is absolved from any/all responsibility. Parental permission and/or membership signatures absolve 2B2P of any responsibility or liability for a minor child as well as does Article XVI as a whole.
